well, if you are saying you need carbs to give you the energy to break apart your muscle fiber, yes. It's much easier to gain muscle while bulking than it is while cutting (very difficult).
But 100-200? Unless you have a 'show' to compete in (doubt it) or 'beach season' is right around the corner, or if you are overweight, just bulk. Go to the diet board and get some advice (NOT ckg). You probably want 3000 calories, 40% of which are carbs.
And not all carbs are the same. I use two kinds - oats which are very slow and healthy and good in fiber, and dextrose for post workout to rush the gylcogen back to my muscles when they can use it most.
