not just legally, but its kinda fucked up. i can get sentenced as an adult in court, buy a house + start a family( if i was crazy enough ) ,go to war, vote, drink, drive. but im still not an adult ???
Some things that define being an adult, to me: realizing that your actions have consequences and adjusting what you do accordingly; taking the future into consideration; putting those you love before yourself; doing what has to be done when it needs to be done without pissing and moaning about it; choosing to put $40 into savings instead of buying a new video game cartridge.
For females only: Realizing that you ain't "all that;" no longer manipulating men with your sex or looks; not being catty or gossipy; letting go of the idea that cute=helpless.
For males only: Realizing that being gentle does not make you a pussy; realizing that being female does not equate to being inferior; realizing that choosing NOT to do something terribly dangerous because your wife, child or parent asks you does not make you whipped, but considerate.
your actions are what makes you an adult, IMO. The reason your considered a 'legal' adult at your age is because you should know how adults act already and have implemented said actions.
Again - some people never act like adults, so aren't.

You become an adult when you are 100% sure you got everything out of your system. (partying...drinking...banging different types of chicks...etc)
Most people get married...kid...house before they are ready. Everyone of my friends wifes busted my balls because I was immature. Now, they are doing the same things I was doing. But, they are divorced and have kids that are having to deal with it also

Another good way of looking at it is, you become an adult when you begin to accept responsibility for your actions. I know 40 year old people who I don't think are adult acting.
Personally, I didn't become and 'adult' untill I was about 23! I mean, looking back on it now I realize I was still just a punk kid untill about that time...
I have since gotten married, been to war, been to school, started a business, think about the future and how the actions I take now MIGHT affect it...
Alot of it has to do with how you accept life and take responsibility for your actions and take care of your obligations.. IMO
