Its sodium hydroxide, NaOH commonly sold as drain cleaner.

yeah, i think it's also used to make GHB? i wouldn't put drain cleaner into my mouth, fuck that.

you can take sodium carbonate instead of sodium hydroxyde. i suppose you want to cleave gamma-butyrolactone by help of a base... the better alternative is heating gbl with baking soda (sodium hydrogencarbonate) until gas evolution stops.
