Actually the Who Identified with "the Mods" according to Daltrey. The bikers also attended Who shows but were very aggressive and violent towards the other fans.

The members of The Who didn't really participate in the movement known as The Mods, they were just sort of adopted by Mods because they played the right kind of music at the time, and were pushed by their management to adopt that identity as a marketing tool.
