in developed countries more and more women are having kids with no dad around.. in fact in the US most births are mothers where the dad is not around.. hence they are choosing to not slice off part of their baby's dicks off. if the boy wants to slice part of his pee-pee off i suppose he can make his own choice when he gets older.. its just skin, who gives a f*k

There could be more gradations, but the most telling part is the huge swath of 0-20%, i.e. all of Europe, South America, and most of Asia.
