gbl evaporation

My buddy got his hands on some gbl. It is clearly diluted with water. The reaction process keeps getting screwed bc the proportions are all wrong. What is a definite process to get all of the water out of it before reacting. I know he could just put it on simmer but doesnt know if some gbl would singe or if all the h20 will evaporate? What should he do?
