flying with gear?

I have a friend in LA that just got back from TJ. Is it safe for him to put his bottles in his luggage that he checks in? He said he has done it numerous times without probems? What do you guys think?

They're really after guns and explosives so he should be fine. Of course the best laid plans can all go to shit but he'd have to be real unlucky. If you can't do the time...(or find another way).
