They do it all the time and the if you send the money to "frozen receiver" you may not always be reimboursed... Moneygram does it too but less than WU.

Had this happen to me. I make payments frequently and get ID'd no matter the amount or location and eventually you're just going to get flagged because of anti-money laundering regulations. They also told me that all WU payments go on your tax record and you could eventually run into issues with the IRS. It sucks, I know.
