you've got a good base to work with we just have to put on some more muscle size on you
 
it's going to boil down to consistency with your training
also you have to improve your diet a little bit stay away from the junky food
 
So far today:
Breakfast 7am sliced ham and diced potatoes

Protein shake. 10 am

Lunch 12 pm blackened chicken and diced potatoes

Snack at 2. Grapes and strawberries

Workout today was at home with dumbbells.
Worked chest today;
Dumbbell chest press. Warmup set plus 3x10
Fly 3x10
Dumbbell pullover 3x10
Incline fly. 3x10
Incline chest press 3x10

Lol, exactly. It has always been a struggle.
@J-absher high sets is the truth but you not doing them please up to 5 sets 15 reps a few times
