Why do the legs of their shorts always pull up on the inside?

all the scrapeage going on on the inner thigh, making it ride up???????
lately I see hot pants are in style for the curvy types. No inner thigh protection there either. If i were fat i would wear leggings under everything to prevent all that rubbing and chafing.
