While I'd stop short of saying anything is true 100% of the time, esp. concerning weights and bodybuilding, I think it's fair to say that a higher rep range often leads to more mass vs. a 1-3 rep range. You'll find this true in powerlifting as well. Westside Barbell is a good example. After working the primary groups, the lifter then focuses on increasing his mass through repetition training in the 6-12 rep range. Of course his goal differs in that mass is desired to support heavier lifting.

Also, high repetition lifting (way more than 12) is actually an important tool in strength training both for powerlifters and Olympic lifters. If you're interested, see attachment.

I realize this stuff gets technical and complicated but, as others have pointed out, there's just more than one way to skin a cat.
