as a federal civil service employee, i have been maxed out in the thrift savings plan (federal 401-k) for 21 years. my tax sheltered (until gradually withdrawn) contributions and government matching funds are spread out over several different investment funds.

Every paycheck you purchase a certain amount of shares of a gov't fund G,C,F,S,I, etc ...

While you are purchasing and the Gov't is matching you want to accumulate shares. The value of the shares is only important when you cash them in, e.g. annuitize them for retirement.

Now you want to buy low.

I'm a Gov employee too. The Thrift Savings Plan is almost universally recognized as one of the best run 401-k style plans in the nation...

the main reason why i have stuck it out at my otherwise unrewarding job all these years has been for the retirement benefits.
