The only tradition I still follow is no meat on fridays. I reserve a complete fish day for Friday year round tho. It ensures I eat fish at least once a week.

No I dont think so. Some archbisops granted special dispensations for their dioses though.

Well I know that the Diocese of NY granted a dispensation to the Irish Catholics there due to St. Patricks day being on Friday.....but I thought it was limited to NY but then heard the Pope granted the dispensation....not sure tho...
