Everyone is different. Arms have always grown well for me but legs come around slow. I found out through trial and error what works best for me. Conventional wisdom doesn't always apply. I would recommend experimenting a little. Think long term.
For me, I found out that I can make steady progress in size with a combo of:
1) high rep and light weight - Something I can do maybe 18-24 reps
2) mod rep and mod weight - Something I can do 12-16 reps
3) I also change my routine every month
I don't pay attention to strenght gains. I just focus on strict form and increasing my reps. If I get stuck than I either bump the weight up or change up my routine.
Got my biceps to 18+ without juice back in the day using those priniciples (good genetics)
But alas, everyone is different, experiment until you find what works for you !!
