how can anyone take the side of the cop? he didnt ask the manager, was clearly in the wrong, knew that there was video surveillance (there always is over a register in stores like that), but did not investigate at all, despite being told that she was underage and that her mother was on her way - then he maced her out of temper anyway

The fact the cop was investigating a crime against himself is irrelevant. It could've been him investiging a citizen's complaint against being short-changed.
