Okay -
I am assuming that if you stand on your left leg you can push up to your tip-toe? Right? If that is the case your muscle is flexing/contracting...
Are you saying you cannot flex it unloaded - meaning you cannot counter action of the calf with the muscle that opposes it?
If that is the case - just make sure you can lift the toes of your left foot off the ground while the heel remains. If you can then while doing that try to flex/contract the calf. If that doesn't work - it is just a mental muscle control thing that you can overcome with practice.
