Can you still tan when it's cold?

Probably a dumb question...so I put myself up for public ridicule. If it's sunny outside, but cool/cold, can you still get a tan?

I think it's the UV rays that make you tan, rather than direct sunlinght. When I was younger the girls I knew that tanned said that you could still get a tan when it was cloudy out. Then I would ask them to perform various sex acts on me. After that, they'd kick me in the balls.
