Best carb choice while dieting.

Lactose= shitty carb source, very high glycemic index! Just go by the glycemic index of the carbs. Low GI = good carbs, this does not apply however to milk, which has a low GI but a high Insulin Index, which is the amount of insulin secreated per unit of carb consumed. For the most part though II corresponds with GI, with the exception of milk. So all veggies, most fruit, oatmeal, just type glycemic index food list into a search function and eat those carbs w/a GI below 50 if the reference value is based on the GI of glucose.

What about post-workout? Aren't high GI foods best for post workout? (i.e. dextrose, maltodextrin...)

I only eat oatmeal, veggies, sweet potatoes and brown rice as my carb soyurces when cutting but I do have about 30 simple carbs post workout weather I am cuting or bulking
