Some technicalities for consideration on this since it's going to be with images taken from a camera.
1) Make sure both cameras are have the same mm lens.
2) Make sure the pictures are taken from the same distance
3) Make sure the cameras have the same resolution (digital)
4) Make sure the lighting is set up the same way for both
5) Have non-modified orginal digital images sent to one of the judges for conversion to screen resolution for judging
6) If the cameras are non-digital use the same ISO film
These are just some things that came to mind about the potential difficulty of keeping the playing field level for both with a photo only viewing.

i have a sony DSC-P8 3.2 megapixel camera, i would be able to have the pictures taken under fluorecent lighting from a distance of 6 feet. The lighting in my room sucks horribly as you can tell from my photos, so i'll just shut my door at work and have at it here
Ah, so that is the reflection of the flash off the mirror? If it is, try and do something to avoid flash feedback since it will darken the image as well as flatten out the looks of the picture.
Since he has a 3.2Mpixel camera you're going to lose quite a bit of resolution which won't bring out the definition as well as his camera will.
