Hemp is not marijuana. They share a plant family classification, but hemp is invariably mislabelled "weed" by jokes, T-shirts, etc. Type in "Hemp" on Ebay and you'll find about 420 (heh!) hits (har!) for pot-related items.
In fact, hemp plants have a portion of 1% of the THC content of marijuana plants, and when grown in proximity hemp will cut the THC content of marijuana in half at each subsequent generation or season. Ypou could smoke an entire field of hemp and never get high, just sick.
That's why hemp should not be a DEA issue, but also why people who want hemp legalized because they think it's pot are morons. The LAST thing a pot smoker/dealer wants is legal hemp in this country--it will devastate his own crop in a matter of months if they cross-pollenate. Growing legal hemp would be the smartest way the DEA could take down a chunk of the illegal pot supply in the U.S., but being the dim bulbs that they are...
Hemp plants are illegal because the DEA stupidly targets it as a "drug plant," but hemp products are legal. Almost all my clothes are hemp, and so is my shampoo, conditioner, and soap.
