I suggest stacking test and dbol. For the test you have several cost effective options - QV enanthate, Organon sustanon, Brovel T200, among others. The most cost effective form of dbol is Reforvit-b.

You could go with the QV enanthate and reforvit-b, including anti-e's for around $200 - $225.

That's a good bang for the buck

Dbol 20mg/ed, weeks 1-3
Sust 300mg/wk, weeks 1-8
Clomid Therapy, weeks 11-13

Total Cost, $175

Thats not including shipping. I guess a cheap cycle jsut depends on what you consider cheap? Hope this helps.
