Cutting Diet Plateau

for fat loss, there is NEVER a time when sugar before cardio is a good idea; he would need to burn that sugar before tapping into fat reserves.

For endurance or cardiovascular benefits, I am all for carbs before and during cardio. But as in most things in life, you cannot have your cake and eat it: You either go for endurance and have sugar before or you go for fat loss and skip the sugar,

As for recommending a Ketosis diet, not too sure. I tipically recommend what I have tried before and since I have not tried ketosis myself, I can't recommend it. I understand though, it is not a diet for everybody and something less restrictive would work best for most people (if anything because it is easier to follow).

As I have said many times: nothing against CKD or any restrictive diet (lots of people get ripped doing them), but to each its own
 
One last note. Since he is 15-17% bodyfat , he is probably wanting to look more muscular and cut. What may help him further is to replace one of the cardio's twice a day with one circuit training. High rep 10-15 3 sets with little to no rest and this will burn just as much calories as cardio plus help his upper body look better.
