What kind of welfare? if it isn't medicaid, medicare or social security, i wouldn't worry about it.

Snow certainly has it's place and I don't mind it in January.

We had such a mild winter-- everyone was enjoying it and I had a feeling we'd have a snowy spring to make up for the warm winter weather. Oh well.
