Why does Africa have such a big AIDS problem?

But, why would a government official say things like that ("garlic, not just for vampires anymore!") when they know better? What are they thinking? What's the motivation?

No it's not. Not at all. It's fact based. Africa has the worst problem with AIDS in the world. It just happens to be a continent made up of dark skin people that have an evolutionary advantage by being more resistant to the harmful effects of solar radiation.
 
I do not think it is a race issue. It is a culture and political issue. China, Russia, and India are facing the same problems. China even more so. The government officials in China for years refused to recognize there is a problem. Health official in rural areas reuse needles. I read one report that showed an entire village was infected because the government went in to get blood and they used the same damn needles on the entire group. Russian hospitals in rural areas are doing the same.

Africa is hurting the because of the lingering effects of colonialism and the incompetence of the current rulers down there. Botswana is a country that has done an outstanding job fighting not only corruption but also combating AIDS and the population there is virtually black. Good leadership and education is the key.
 
Changing people's lifestyles and awareness is the hardest part of the whole problem. I think over the past 20 years something like 10 Trillion dollars has been poured into Africa through aid - its worse off now than it was 100 years ago.

Sending money is simply putting a bandage on a wound. It helps a little bit but doesn't actually fix the problem. Africans need to figure out how to make their own economies work.

As for AIDS, you would think that Africans would look at other countries where the problems isn't so bad and learn from them. If they would at least start using condoms it would greatly reduce their problem. I think we should send our 8th grade health class teachers over there to teach them about the basics.
