It is actually weaker on a mg/mg basis because a sulphate ion is larger than an hydrochloride ion. All they do is make ephedrine a salt which makes it more stable and water soluble than the free base.

You forgot to mention that the stability of the added salt increases the
bio-availibility of the ephedrine. An it also has a discernable impact
on the easiness with which it crosses the blood-brain barrier.

EPH sulphate is a more potent CNS stimulator than EPH hydrochloride.
(In my case)
