Powder is Effective but there have been Many Debaucles regarding purity.
Things that have led to Impurity issues:
1) Junk powder straight up, either complete fakes or sister materials related to the CEE hcl
2) Egos of certain plants that normally have very good reps but had trouble with the creation of CEE. They would often have low grade material and insist is was pure. When you make Hundreds of Kilos as a time you get upset when it does not comeout right.
3) Degradation due to heat and or improper storage, have seen 2 samples that were pure initially and degraded over time.
4) False testing, very few labs have the equipment to test.
PrimaForce is the only powder CEE that has a good rep.
As far as CEE caps, there are a handfull of good outfits
