I think some people can set their PM boxes to "do not accept PM's" or something. I'm not sure how this works.

Old or deactivated accounts are likely unable to accept PM's.

As to where all the old mods are... internet discussion boards are very dynamic and ever-changing. People come and go, including mods. Some mods have left and returned with new user accounts, too.
