whats proper form for barbel bench?

I only do decline bench with barbel. Do incline with dumbbells. And weighted dips.

When workign the barbell should my elbow point towards my feet? or out to the sides?

Depends. I do them elbows in and low. If you are trying to isolate the chest, you might want to do them high and wide...assuming you have the rotator cuffs to handle that.
