Accura makes a good reliable car, for a reasonable price, well within your price range for what you're looking for it to do and accomplish.

Honda is also a good option and very similar, nice to drive aswell and good on fuel consumption.

Jetta TDI would be really good on fuel consumption, don't know if you can get GPS with it, but I wouldn't be surprised.
