What is the criteria for an Elite Mentor?

Not that I really care but it seems they're supposed to have some status on EF. Exactly what qualifies someone to be an EF mentor? It used to be a defrocked mod...what is the new criteria? Is it like COTB?

What is the criteria for the levels of EF status?
Plat and non plat were pretty clear...
People used to pay out the ass for COTB...
I just don't understand what it means to be an EF "mentor."
There seems to be no real criteria for the "honor."
