It's simply the medically accepted term for administering hormones to restore them to normal levels.

Basically if someone has abnormally low testosterone levels. HRT is administered to....like the other guy's said, bring them back up to normal levels. Keep in mind that if your receiving testosterone shots, it's not actually bringing your natural test levels back up, but replacing the natural test with synthetic testosterone.
