What are the average GRE scores?

If you're white american, about 760 verbal and 790 analytic will put you in the running for a top grad program, depending also on the subject test score, MAT (if applicable), ugrad GPA, et cetera.

You can also check the grad boards on collegeconfidential.com, xoxohth.xom, whogotin.com, and a few others that I'd have to look up that give admissions statistics. Finding grad stats is extrememly hard, whereas ugrad stats are nearly everywhere.

Also USNWR has a grad section in their college area. It's pretty decent, cheap price (for a yearly membership), however it's mostly Asians and foreign people wondering about the U.S. grad system.

"Top tier" changes when one crosses over to grad territorry. A uni like UMass is considered up there with the public Ivy's due to it's superb grad school (and not very prestigious ugrad school).

Depending on what you're going for, you really want as high an analytical score as possible. Seven hundred is fine for verbal, as it's not looked at as important. Really push for that high analytical score.

I'm just looking for the mean and median scores. I scored 560 quantitative and 520 verbal. The admissions requirement where I'm going only requires a score above the mean on any section of the test.
