If you want free-roaming, open-ended gameplay, that's pretty much what GTA IV is. Typical scenario: After you leave the internet cafe with info on the latest car to jack and perhaps to also pick up the chic you emailed to meet up with, you run into some bad traffic, with the one in front being particularly irksome.
Rather than practicing real life suppression techniques, you decide to take that person out of the seat and teach him how to drive...but he puts up a fight and starts driving off before you can, so you take out your shotgun and and blast a few holes in his engine bay (perhaps too many) and oh no! his car catches fire and is rolling towards an intersection! That explodes, setting off a chain reaction of other cars exploding. Meanwhile your fleeing the scene because you got a chic waiting and a new car to pick up. Looking back you see an ambulance show up to provide assistance to victims of your carnage. And the cops are looking for you. You decide to pull over, get out and duck down an alley before they can spot you....or maybe you can make it to the nearest pay n spray to clean up your ride to help shake them. It's all up to you. An entire city to be obedient in, or wreak havoc in.
It still boils down to whether you like interactive entertainment, or passive entertainment. Interactive is making far greater strides though.
