If you want free-roaming, open-ended gameplay, that's pretty much what GTA IV is. Typical scenario: After you leave the internet cafe with info on the latest car to jack and perhaps to also pick up the chic you emailed to meet up with, you run into some bad traffic, with the one in front being particularly irksome.
Rather than practicing real life suppression techniques, you decide to take that person out of the seat and teach him how to drive...but he puts up a fight and starts driving off before you can, so you take out your shotgun and and blast a few holes in his engine bay (perhaps too many) and oh no! his car catches fire and is rolling towards an intersection! That explodes, setting off a chain reaction of other cars exploding. Meanwhile your fleeing the scene because you got a chic waiting and a new car to pick up. Looking back you see an ambulance show up to provide assistance to victims of your carnage. And the cops are looking for you. You decide to pull over, get out and duck down an alley before they can spot you....or maybe you can make it to the nearest pay n spray to clean up your ride to help shake them. It's all up to you. An entire city to be obedient in, or wreak havoc in.

It still boils down to whether you like interactive entertainment, or passive entertainment. Interactive is making far greater strides though.

Like nimbus said, even if it were possible, there's no company alive that would be able to get away with coding all that stuff into a game. Haven't you heard of the stink the libs raised over GTA: San Andreas and the "hidden" sex mini game? That was like Sesame St. compared to what you're looking for lol.
There has to still be at least some method to the madness.

say you played shit in madden one game and after trashing the locker room you head to the airport catch a plane to another country for a coke fueled weekend away before back to training again on monday morning..

lol that's what i have in mind
at first i was just thinking america but fug it make it earth and make it real time
so if you're catching a flight to madrid, it's gonna take real time hours of you flying...so if you get bored you can trash the plane and wrestle with the pilot.
when "earth" comes out i'm buying a system regardless of cost

lol i would give myself about two days of playing earth in a respectable fashion, before i made it my goal to kill every single person :D

but the odds are you'd be gunned down by police before you got too carried away...for mass destruction you'd have to play for a long time, fug proly yrs, before you developed the connects and could put a scheme together.
i'm thinking real time game, so trying to buy nukes or something like that would be just as difficult as in real life.
proly take a lifetime to get a nuke put together...and if you wanted to construct your own, you'd have to enroll in a nuclear program and get your phd, all in the game.
lol the thought of this game gives me big belly lolz

endless possibilities with a game like this
the problem is where do you start in life? early teens?
 
It can be done. But it requires more manpower to develop an 'expanded universe'. And if it's irrelevent to the gameplay and no one will ever explore it -- most gaming companies will not expand the universe.

Warcraft type games are hard to make on consoles. You only have so much memory available to hold maps, dynamics, particle rules, physics, sounds, textures, etc. needed for a zillion character/environment interactions.

And my wife asks me why I laugh so much while playing GTA IV.
 
Like Nimbus said, maybe try Postal 2 Bino? It's as close to the "sandbox" mayhem environment you crave. The game is a little dated - which is a bonus if you're running a not so uptodate PC - but it's still mad fun :D

I personally love pouring petrol over people and setting them alight, or immolating people with Molotov cocktails. Fire cleanses all!11
