Move to California... They can't afford to enforce anything anymore, and they're laying off police right & left. The exception being, if you have money. Then they'll prosecute you for throwing a used tire in the trash; an environmental felony with $250,000 fine in some cases. If all they hope to do is put you in jail, and no get any money out of you, you're probably safe. Same goes for traffic tickets. If you speed in an '89 Taurus, you'll NEVER get pulled over. Go 1 mile an hour over the speed limit in a Lexus, and your goose is cooked for $450.
