My opinion is you can get anything if you try hard enough and pay enough so powders are and will remain available its just that they are harder to obtain. This means the barrier to entry for a lot of the kitchen chemists is a lot higher as are the risks. If you add the focus of the LE then many have decided the cost v's benefit does not now stack up especially for the USA domestics
The whole source game will be driven back underground (not a bad thing in my opinion) but prices will rise over what people have enjoyed the last 2-3 years.
People have to realise the commodity they are buying and the laws surrounding that commodity. As with any business the bigger labs will get bigger as a lot of the competition will fall away
