ive heard that traps respond better to higher rep training, so Ive been doing sets of 15. Is this the case, or does it vary from person to person? Is it benneficial to train them 2X a week with higher reps?
 
It's kind of hard to say. I think it's more of an individual person's thing. I personally start at 225 x 12, 315 x 8, 405 x8 and sometimes 500 x 4-6 (depends on how strong I am that day). I do this once every week, sometimes once every two weeks and grow quite nicely. The only way you're going to know for yourself is do the high rep thing as you were talking about and also do the lower rep high weight thing I was talking about to see what works for you. But I do feel that twice a week will lead to overtraining.
 
my first set i do no less than 50 reps and my last heaviest set i squeeze out 20 reps. and i have above avg traps ;)
 
i rarely train traps directly..maybe once a month. They get enough work from deads and SLDL's. i have pretty big traps
