Train horns for your car legal?

Fucking asshole football player neighbor has all his god damn cars/trucks equipped with train horns that are loud as fuck. Are these things legal? When he sets the alarm on any of his three cars it wakes the neighborhood and I have to be the one to do something about it.

No dude, its a train horn, when he turns the car on there is some sort of vacuum sounding thing that fills the compressor.

it's actually pretty cheap and ez...any knucklehead can install a compressor under the hood (they're actually pretty handy if you do any offroading...for airtools...to do on-trail repairs) and then it's just a matter of installing an airtank somewhere (usually along the inside of a framerail) and then plumbing the fucking contraption.
