the citizens of France, Germany etc have been interviewed and voiced that USA is not all powerful one storm and America is finished... That we were in to help Iraq faster than we helped our citizens.

Yup, that's true. However, the first guilty for me is LA's Governor. Feds have been slow, but acting completely on it's own way. There was no previous advices from LA's governor, no previous plan, not even one single document asking for budget and infrastructure prepared for a major disaster. Zero organization. Zero planning. But again, that's Louisiana's Governor fault. Feds have their own emergency response plan. Slow, but effective. The gap between the tragedy and the Fed response, is responsibility of the state government.
