In the US we have something called insurance that home owners can purchase to cover potential losses.....Some of us are smart and rent, why should I subsidize people that don't have the foresight to protect their investment or choose to live below sea level on the coast. many of the new orleans homes weren't owned, were affected by water (probably would need a flood policy for that) and were in the ghetto.

PS The levies were never designed for a hurricane of Katrina's category and it was proven decades earlier larger hurricanes could effect NO and the Louisiana and NO politicians did nothing? The army only acts at the behest of the civilian government.
