It was unprofessional. It was a cow-boy act.
He had very little time to aim. He just raised the gun and fired. He could have hit the boy.
Why didn't they use a marksman to shoot him in the head from behind when he was walking away?
Why was no policeman behind him? That person would have more time to aim at his head.

The police in Brazil don't fuck around. I have been to Rio and Sao Paulo many times. There are some areas in these cities that make the east Bronx look like the suburbs. The police there need to take a very aggressive approach to their work. Also, another thing that I noticed is that alot of them are very jacked. I would bet that gear use is very prevalent among the police there.
