they hang lower when in a state of reflux(sleep) it is normal when they are not working reproducing semen. you can start worrying when one drops and hits the floor!!! RADAR

The guys like to stay at a nice comfy temperature somewhere in the mid-80's they will tend to move closer/futher as their cooling/heating needs require...One should be lower than the other. Usually the left, but either or it doesn't really matter which. Three inches seems excessive, but I am sure you've had a physical in the past, if the Doc didn't make any comments at that time I wouldn't worry about it now.
