It is NOT certain that it is the Basques that performed the attack , Spain supported Britain and the U.S. in Iraq , the only other E.U. country to do that. In fact the leader of the political wing of ETA has come out and said it was not them.

I doubt it's ETA. They usually go for govt./police/military targets. But at the same time, it happened 4 days before the general elections.
