there will be people who can explain it better, i dont know the ins and outs of it, but basically, it is how much others value your posts, if you post good stuff that people like, chances are they will send you a bit of karma.
if you are a tosser and post retarded stuff, chances are people will bomb you into oblivion.

i had a look for it, but i couldnt find it, i didnt think there was much point me mentioning it without a link. its a good read though, makes it plain and simple for all to understand
