smaller lower, upper bigger!

Hey all, I wanted to pick some brains on this one. I'm going to post in both steroid and training forums, but here goes. My legs have dominated my upper body since i began lifting. At my highest weight of 226, my legs measured almost 27", I am 6"2. After trying to get them smaller, they are now just under 25 inches. Here is my problem. I currently weigh 210 at a bodyfat of 13%. For personal reasons, i need to weigh no more than 205lbs. I am just finishing my first week of test enth with a front of 1500mg. I plan on running this at 700mg/week for 8 weeks, with 350mg/week of winny for the last 4 weeks. My goal on this cycle is a 15lb fat drop with a 10lb muscle gain. I need to lose some more size from my legs in order to let my upper catch up. I don't want to stop training legs, so I have been doing squats/deads/and both curls in high set/rep fashion, like 6 sets of 15 reps. Have also been doing 1 hr cardio in the morning every other day. Have planned on keeping diet low in carbs but high in fat and protien. I know I'm spitting out alot of info here but am just trying to get ideas. Any advice is greatly welcomed.
 
not an answer, but, i think thats crazy, so in additon to this, can someone tell me how thats gonna work if he's indeed right? i mean, how is he only gonna gain 10lbs of muscle on that much test E? especially with high FAT (and protein) diet?
