should i continue to bulk with 20% bodyfat

At that weight and bf% you really do not have much muscle at all. You are more then likely just starting. So for you there is a damn good chance you can lean out a bit well bulking. I am 235 with high bf% so I should cut out the bulking all the time lol. But I am a strength/power trainer o I could give a shit less.

What does your current diet and training look like? Are you doing any cardio?
 
i started training about a year ago and was about 155 pounds so i eat alot and as i am an ectomorph i didn't worry about putting on fat but now i am stuck in between.
my diet is 3600 calories 300 grams protein 320 grams carb and about 40 grams of fat spread in to 6 meals. my maintenance calories is 3100
 
I think you need to bulk, but hit cardio 2x week. I am probably at 20% or so and I am 5'10.5" and around 245lb

i never go over 15% even whn bulking.
20% at your size is too high.
 
Cut honestly - 20% bf is problematical to your health, and your too new to the game to be carrying this kind of fat. What happens if you stop training? U could be 25% + forever. You have never cut before and don't want to try this first time really overweight
