beginning december 12th 2003, the govt. came out with a massive list of items that are no longer allowed to import.
that means much much tighter inspections and x-ray screening.
I'm not so sure it means a higher % of packages will be inspected and it's my understanding that the amount of x-ray screening is physically limited. It definitely means that those items no longer allowed to be imported will be seized if found.
Maybe it means less packages will be inspected, since each package must be inspected more closely. I'm not sure I agree with your logic.
