rotator cuff injury

Qusetion ask of me this afternoon. 62 yr old male FBI agent has to qualify with sidearm lefthanded. client has had surgery on both shoulders but when he brings his extened arm up to shoulder high, he has tremors(shakes) in his left arm only. first what may cause this nerve damage, scare tissue? and what can he do to exercise/strech to help this problem. I have my ideals but want your opinons. thanks guys
 
Here is the best example I could find. He should find a good Physical Therapist, however, he will probably put him on this regimine for strengthening the suprespinatus.

The example is poor, but the best I could find on the net. Have him lie on his side with 1 pound dumbells then have his elbow at his side and raise the weight. Don't have him lift his arm up like in the example's.
