rack pulls vs full ROM deads

I think rack deads would do that better, as you are able to pull insane amounts of weight, using just your back.

Deadlifts will build all of you though. :)

However, they are two very different exercises.
 
Just do a set of each. For powerlifting, rack deads help you blast through your sticking point. Just set the bar height at wherever you tend to stall in a full deadlift, and your deads should take off.
