When I flex my arm there is an indent near my elbow I tried finding out what muscle it is but unsure as well as how to develop the area any help would be great
 
Pics? Might be the brachioradialis, or simply a tricep attachment point.

Indents give the allusion of being "cut" though... Called muscular separation points (if I'm visualizing where your indent is properly)... Not necessarily a bad thing if you train the muscle around it.
 
I have that too but to a lesser degree but from the looks of things my arms are much bigger than your's. Short answer is you can't do anything about that except to get bigger arms.
