Question for anyone on the TITAN program

Anyone else out there using the TITAN program by Leo Costa? If so...help me out here. What's the deal with the Specialization weeks. Maybe I'm just not following it 100% but it seems to me that they are saying to basically do nothing but chest for 3 weeks...or nothing but arms for 3 weeks. Can someone clear this up for me?:confused:
